[packman] kaffeine for KDE 4

It isn't removed, it lives on as Evergreen_11.1

And when someone decided to put it on OBS, we have to remove it?
Maybe we can make a application form where packman can ask for the 
allowance to build a package.

Nobody who adds the packman repository must update any programm we 
provide. It's protected by vendor change.
