[packman] mayor dependency problem in opensuse TW with libavcodec62-32bit-8.0.1-3.2.x86_64

A mayor dependency problem with  libavcodec62-32bit-8.0.1-3.2.x86_64 leads to 
12 conflicts that at the end lead to proposal to uninstall 90% of the system's 
software if you choose to maintain the file.
The question is: has packman seized support for this file and it shall be 
substituted via vendor change? Is this a build problem. "this-is-only-for-
build-envs" points to an error in the current TW build cause by a wine 
requirement but I am not good enough to understand the reason I guess.
