[packman] sudo opi codecs

Hi,
this looks like some of your repos (especially your main oss repo) are
not up to date.
On my system `opi codecs` works fine, even though I have
`Mesa-dri-32bit` installed.
[root at midas ~]# zypper info --requires Mesa-dri-32bit | grep SPIRV
libSPIRV-Tools-2024.4~rc2.so
[root at midas ~]# zypper se -s libSPIRV-Tools
Repository-Daten werden geladen...
