[packman] Packman: Handbrake dovi Support

Leap's libdovi is too old, so I excluded it from the build for Leap 15.6
for the moment. I'll try to branch Factory's version of libdovi to
Multimedia/A_15.6-libdovi and make changes necessary to build (e.g.
edition2024...).
