[packman] Fwd: [Bug 1226395] vlc unresolvable build on packman

I needed to branch the package from multimedia:libs/vlc and regenerate
the SR. This now needs to go through one more hop via multimedia:libs ->
openSUSE:Factory -> PMBS:Essentials.
