[packman] If a rpm package is created how to make it available to download for other users?

which would be a basis for a start.

I have some comments though:

  - the home page states a date up until 2015, which, to be honest, I
    think is quite old - is the package still maintained?
  - your submited package is Debian based; can you convert it to our
    standard format rpm first, please?
