I found out by looking at the Mesa source.

When we run rpmbuild with the option -D 'BUILD_ORIG 1', Mesa's meson
build adds the option

     -Dvideo-codecs=h264dec,h264enc,h265dec,h265enc,vc1dec

is added to the meson build, but this alone raises the flag;

H264_CONSTRAINED_BASELINE 0 65536 4096 4096
...]
HEVC_MAIN 186 65536 4096 4096

This is a bug.
In fact, we have to have libx264-devel and libx265-devel installed
before this flag will materialise.

Some say there is a bug, but apparently there is also talk that
upstream itself is debating whether to fundamentally avoid this video
codec problem.....

Looking at mesa-23.0.0-rc2.tar.xz, it still remains possible to
incorporate the video codec, though.

The key points in writing the HOWTO are.

1. use the Mesa and Mesa drivers src.rpm provided by openSUSE

2. install the necessary files beforehand.
   The necessary files are displayed as a result of these;

     $ rpm2cpio Mesa-xxxx.src.rpm | cpio -id Mesa.spec

       $ cat Mesa.spec | grep BuildRequires

However, it is important to note that libx264, libx264-devel,
libx265, and libx265-devel must also be installed, although these are
not shown via above operation.
