[packman] Problems with gstreamer-plugins-bad and related packages from Packman on TW

Packages for 15.4 now in place.
I did add baselibs.conf, even if we are not building target i586 for 
15.4 atm.
If we for sure will not be building 32bit packages there, we should 
remove the baselibs.conf
