This will lead to a conflict because both provide the same API, and hopefully even the same ABI due to identical SONAME.
Does fdk-aac provide something which is not provided by fdk-aac-free?

Even if they slightly differ, requesting functionality via BuildRequires is done with 'pkgconfig(string)'.
