[packman] Update for libhdhomerun needed to build current (18.4) kodi.binary-addons

Hi Sagi,

the libhdhomerun package we (and all oS distributions) have is too old
for building kodi.binary-addons-18.4. I have upgraded the version and
submitted it to your home: project. Can you please review it? When you
like it, can you please submit it to Multimedia? Or should I?
