[packman] SLE_12 repo for SLE12SP4 available

The SLE_12 repository started to build against SLES12SP4 since a few
days. It is using the Backports project from OBS as a base. This reduces
the number of packages that have to be build in packman. Since SP3 the
ffmpeg/lame/... packages moved to Packagehub.

To use the upgraded SLE_12 repo the Backports repositories (all of
them!) have to be added as described here:

https://en.opensuse.org/openSUSE:Backports_How_To_Use
https://en.opensuse.org/Portal:Backports


As of today a few packages can not start to (re)build because gcc7 can not
be used. This is tracked in bug#1121036.
