[packman] OBS service failure

Hi,

in an attempt to build the git version of HandBrake on PMBS:

https://pmbs-api.links2linux.de/package/show/home:frispete/handbrake-git 

it ran into following issue:

Files could not be expanded: service error: UnicodeDecodeError: 'ascii' codec 
can't decode byte 0xc3 in position 77: ordinal not in range(128)

Since I suffered from this very issue myself on my private OBS, it's a matter 
of updating the obs tools (osc, obs-service-*).
