[packman] Enable Chromecast support of VLC Beta

Hi all,

I am looking for ways to enable Chromecast for VLC. Then I found this

If we add following parameters to build script, we can enable
Chromecast for VLC Beta.

--enable-sout
--enable-chromecast

Do you think we can add this feature?
