[packman] state of Leap 42.3 Ports repository

Why was a new openSUSE_Leap_42.3_Ports repository added?
Does the publisher even handle this new repo?
I think it would have been easier to just extend the arch= list of the
existing openSUSE_Leap_42.3 repository. That way the existing meta data
of some packages would also cover the ARM build. Now each affected
package has to be adjusted to handle also openSUSE_Leap_42.3_Ports.
