[packman] SLE_12 repo for SLE12SP3 available

The SLE_12 repository started to build against SLES12SP3 since a few
days. It is using the Backports project from OBS as a base. This reduces
the number of packages that have to be build in packman. Since SP3 the
ffmpeg/lame/... packages moved to Packagehub.

To use the upgraded SLE_12 repo the Backports repositories (all of
them!) have to be added as described here:
