It does exist for Tumbleweed. The repo URL is:

http://opensuse-guide.org/repo/openSUSE_Tumbleweed

The existence of the repo is "announced" in YaST community repositories and in 
the codec 1-click ;-) 

It has nothing to do with Packman though.
