[packman] Dropping 11.4 and 12.2 repos on Packman

Yes, but it simply means that the core team is not actively
maintaining it. They don't remove their repos, and they do accept
patches and updates. It is up to each repo maintainers to decide if
they continue patching or not, but they requested that they be no
(immediately) removed.

Packman could do similarly: freeze the packages, so that they can be
downloaded, but not update them, at least for some time. That would
save the build power mentioned, but remaining installations could
still get the packages.


Of course, installations still using 11.4 should upgrade or migrate to
13.1. I don't see 13.1 improving much, and I don't have (big) problems
with it, either.
