[packman] Dropping 11.4 and 12.2 repos on Packman

And yet patches are still accepted for it, with bash being updated 28 Sept,
after Wolfgang's most recent reminder of support "termination":

Please keep whatever will still build for 11.4 at least until after 13.2
release + 2 months. 13.1 still isn't ready enough for everybody still on 11.4.
