For this very purpose, this repository exists:

http://opensuse-guide.org/repo/13.1/ 

It includes nothing but libdvdcss2. 

It is included in the popular codec 1-clicks, and of course it's mentioned in 
the codec section on opensuse-guide.org, so it shouldn't be a secret to 
anyone.
