I figured it out by reading rpmlint's source code: When a package
provides a .pc file, it needs a "Provides: pkgconfig(...)" statement:
https://build.opensuse.org/package/view_file/openSUSE:Factory/rpmlint/suse-pkg-config-check.diff

The nordlicht package is now ready for production. I've created a
