[packman] Account setup

I had one or two packages for now (one of them uhexen2), which needs
to build against Packman project and then it can be submitted to
Packman and hosted there, but what I need more - is the access to
Packman API to perform a local builds (i.e. osc --local-package),
which I do often with packages, so I can, for example, take xbmc or
any other package and build it automatically locally with custom
changes without troubles - I won't be consume the Packman resources
for a local-only needed tasks and don't build such tasks on the
Packman itself.
