[packman] Submit Request #868 (pcsx2) and dependency

Hi guys,

I have a new working package for games. It's pcsx2 and builds against
i586 (no 64bit support).

I'd like to submit SDL2 for openSUSE 12.3 too, so the package doesn't
build against openSUSE 13.1 i586 only.
