No, that's wrong.

Dragon Player just uses Phonon, so either gstreamer-0.10 or VLC depending on 
which backend is installed/selected.

I don't have anything KDE-related on my 13.1 system that uses gstreamer 1.0, 
only GNOME/GTK stuff.
