[packman] dirac <- OBS/factory

JFYI: our dirac package had a bug, which is fixed in the dirac package
in Factory (a patch that fixes a memory allocation bug).

Instead of copying that patch from factory, I decided to replace it with
a _link to openSUSE:Factory/dirac.
That also changes the name of the -devel package (dirac-devel instead of
libdirac-devel), but it also has a Provides:libdirac-devel and hence
shouldn't break anything.
