Flash certainly works fine here with the standard Leap 15.1 Firefox (68.4.1), 
although it warns that the flash plugin should be updated...

If you installed the latest non-ESR version from somewhere (e.g. the mozilla 
repo), you would have the same problem as in Tumbleweed though.

That link actually talks about the freshplayer-plugin though.

For the standard flash-player, something like this should work, I think:
ln -s /usr/lib64/browser-plugins/libflashplayer.so /usr/lib64/mozilla/plugins/
