Outside of OBS-managed keys, it would take something like this:

export FPR=0x45A1D0671ABD1AFB
gpg --quick-set-expire $FPR 3y
gpg --export --export-options export-minimal -a $FPR > repomd.xml.key


With OBS, it would be just
alias posc='osc -A https://pmbs-api.links2linux.de'
posc signkey --extend KMP
(that one expires in November)

It could still need a new publish event to push it out to mirrors.
