There is no difference, faad2 is now "allowed" to build on opensuse. 
That said, 99 out of a 100 times, you will end up using ffmpeg aac 
decoder or fdk-aac decoder (via gstreamer or ffmpeg), so effectively 
faad2 is obsolete. Only "legacy/old apps" will explicitly call the 
faad2 decoder.
