[packman] [Bug] openSUSE Slowroll: Broken libavcodec62 blocks 60+ multimedia updates (pipewire/vlc/gstreamer)

Just a quick update: after further deep investigation, it turns out
the root cause of the "this-is-only-for-build-envs" deadlock is
actually an ABI breakage in the official openSUSE Slowroll repository,
not Packman.

The openSUSE maintainers updated ffmpeg-8 to 8.1-3.1 (dropping the
_SUSE symbol patches) but failed to mass-rebuild the KDE Plasma
desktop (ffmpegthumbs, etc.) which still strictly requires the old
LIBAVCODEC_62.28_SUSE symbols. Zypper aborts to prevent breaking KDE.

I have reported this upstream to openSUSE Bugzilla: Bug 1263857.
