[packman] Packman: zypper dup failure related to VLC since TW 20260318

Greetings.

Similar to past reports, there appears to be an ongoing issue related to
VLC when performing "zypper dup" operations. It may be worth noting that
this issue exists for at least a couple of days by now (I think it started
during the weekend), however, since there have been no snapshots this week,
until now, I had hoped the issue would simply resolve itself once the first
snapshot rolled out.

Well, the very first snapshot for this week, 20260324, has indeed finally
arrived today, but the upgrade failure continues to persist:

"sudo zypper dup

 Solution 2: install vlc-3.0.23-6.2.x86_64 from vendor openSUSE
  replacing vlc-3.0.23-1699.9.pm.1.x86_64 from vendor

 Solution 3: break vlc-3.0.23-1699.9.pm.1.x86_64 by ignoring some of its
dependencies
