[packman] Mesa-libva compiled with H.264 and HEVC support for Leap 16.0

Packman still does not have a working Mesa-libva for Leap 16.0, only for SLE15 and Tumbleweed.

Meanwhile, if the information is useful to anyone, there's a user's repository in OBS that has Mesa 26.0.1 with the video_codecs active and the hardware decoding works on my Radeon card with those packages.
