[packman] ffmpeg-8 built without AMF support

AMF hardware acceleration support is not enabled in ffmpeg-8 build.
It is found in the spec file as `%bcond_without amf_sdk`, but it seems
to be disabled at project level in `Essentials`.
It used to be enabled in the past.
There has been a report from another user too, who also relied on this
hardware acceleration method; their message remained unanswered:

There has been so far no explanation for disabling this configure flag.
Please re-enable it.
