How is anyone supposed to find this out?

"osc se -s ffmpeg-7" returns many results, but nothing in SUSE namespace.

Am I supposed to write a script that recursively crawls the whole OBS 
project space? I'm pretty sure that will get my account banned faster 
than...

16.0 is really an ugly mess. (setup wise)
My suggestion for packman would be, to simply not support it at all to 
raise awareness. Users should just continue with 15.6, maybe the OBS 
crowd can figure the stuff out before support for 15.6 runs out and then 
we can chip in with 16.1 or 16.2.
