When issues like this (or any Mesa related issue) come up:
The first thing to check is the primary package:

https://build.opensuse.org/package/show/openSUSE:Factory/Mesa

What does the changelog contain in the last submit request?

The next thing to check is this secondary package:

https://pmbs.links2linux.de/package/show/Extra/A_tw-Mesa

Did it reach state "succeeded" and "published"?

In this specific case it just takes time until the next TW snapshot
will be released in OBS, it will automatically obsolete libOsMesaN.
