[packman] Packages ibxvidcore4 claimed missing in Packman. Build failure or change of package responsability (=change of vendor by choice)?

I saw the problem when I updated Tumbleweed yesterday and
investigated. Packman has the xvid package which is identical to
openSUSE's xvidcore package and looking at the packages it appears
that the Packman package serves no purpose as the builds are
identical.
