While I agree with your statement, I though the pre-build binaries
exclusion did not apply to packman since there are several packages
in the repository that include pre-build binaries:
  iscan-plugin
  rar
  vivaldi
  chromium-plugin-widevinecdm
  libfprint-tod-broadcom
  libfprint-tod-goodix
