[packman] ATT: advanced notice for extended PMBS downtime

Hi Packmans,

I would like to give an advanced notice for an extended downtime of
Packman's build system PMBS.

Over the course of upcoming the holidays I will move all my virtual
machines hosted on the machine to a different hypervisor. This will
require all VMs shut down and moved, before the new hypervisor can be
installed and the VMs put back.

Over the past months I devised a traffic-friendly method for moving the
approx. 3TB of data, and I am confident, that the move will possible
without the need of transferring all data off the machine and back on.
All data is backed up in multiple places, if needed restoring will be
possible 100%, but it will take a little bit longer.
Nevertheless I expect a downtime of at least 2 days, and - as my
personal email system is also among the VMs - I will give priority to
the systems me and my family depend on. PMBS and the build workers will
be the first to be shut down, and the last to start up again.

As of now I do not have an exact time plan, but please expect PMBS down
during the days of Dec 24th to Dec 30th. 
I will give a more definitive announcement in the upcoming days, as I
will prepare things a bit and get a better feeling for the time needed
on the far machine.
