[packman] Packman: Handbrake dovi Support

for me with --enable-libdovi it fails to *download* the dovi_tool-libdovi from
github, with their own build scripts at
https://github.com/HandBrake/HandBrake/blob/master/contrib/libdovi/module.defs,
not cargo dependencies. I guess it's up to the maintainer now to figure out
a way to have required dependencies stored along with the source code.
