[packman] Slowroll state not so flattering

most of the time pipewire-aptx is broken (should be soft forked from
pipewire to A_sr-pipewire)
but i think better would be to move "development" of package to OBS from
pmbs in sense
add %if that would not build on public OBS but would have "nonfree" tag on
pmbs
Mesa also (current failing is on i586 side requiring rust 1.80?)

so it is really good idea regarding slowroll itself but simply not usable
in this state if basic packages (Mesa) are not built correctly (yes i can
ignore most of 32bit libs but ...)
I can only assume there are more packages that are "softbroken" between
slowroll and tumbleweed
