Most likely this is not a packaging issue, but with the program itself.
As the project hasn't seen activity since about 8 years the chance is
low that you get help from the author.
Also the bug page on sourceforge seems to do not have any action from
the author. Only reportings without any response. Maybe there is your
issue already there:

Maybe you're lucky and some distributions added a patch to fix this.
I checked archlinux (and the AUR) as I often find there what I was
looking for. But nothing for mp3splt.

Maybe also the underlying issue is with libmad which is used for
en/decoding.

Vermutlich ist das kein Paketierungsfehler, sondern einer mit der
Software selbst. Das Projekt hat leider seit fast 8 Jahren keine
Aktivität mehr gehabt und ich vermute der Autor wird sich nicht rühren.
Gibt nur diverse Bug Reportings aber ohne das der Autor darauf reagiert
hätte. Vllt ist dein Problem dort irgendwo auch schon beschrieben.

Vllt hast du Glück und irgendeine Distribution hat einen Patch bei sich
hinzugefügt, der das Problem löst. Ich hab bereits bei Archlinux (und
dessen AUR) geschaut und wurde nicht fündig.

Ggf. ist auch das genutzte libmad Schuld, welches für das
ent/dekodieren zuständig ist.
