*was* it really resolved? AFAICS, it's still not working. The real cause
is the line

  BuildRequires: (pkgconfig(libavcodec) >= 57.37.100 with pkgconfig(libavcodec) < 59)

which sounds easily computable for a human being, but apparently not for
rpm.

I had a similar issue with kodi* packages which I solved with the
following:
