[packman] yt-dlp 2022.08.08 broken on 15.3

All 15.3 and 15.4 based builds can be shared between Leap an SLE.
Just for some reason SLE15SP4 has no python39 binaries AFAICS.
So using python310 will likely work for both Leap 15.4 and SLE.
