[packman] issue with ffmpeg 4.4 for leap. no NVENC

Looks like you are using different versions on tumbleweed and leap.

(it might still be possible that it is disabled on Leap due to missing 
dependencies etc, but at least try to double check with identical 
package versions on both OS versions).
