Exactly, that's how it should be:
# posc ls -b Extra/vivaldi
openSUSE_Tumbleweed/x86_64
openSUSE_Tumbleweed/i586
openSUSE_Tumbleweed/armv7l
openSUSE_Tumbleweed/aarch64
openSUSE_Leap_15.3/x86_64

no binary anymore.
But maybe some mirror has still a stale package lying around?
for me:

My packman repo URI is
http://ftp.uni-erlangen.de/pub/mirrors/packman/suse/openSUSE_Tumbleweed
and there is certainly no vivaldi rpm available anymore.
