Thank you once again. I finally found it but I think it is the problem 
how the openSUSE is installed. Anyway, the problem in this case was 
missing repo not for Leap 15.3 per se, but it is "bridge" repo for 
SLE:
http://download.opensuse.org/update/leap/$releasever/sle/

  I found it by pure luck.
