[packman] packman.inode.at keeps giving 403 error

repomd.xml.key is, e.g., from http://ftp.fau.de/packman/suse/
openSUSE_Tumbleweed/packman.repo.

As already told, the packman.repo files of the mirrors are still:

So the packman repository still should not been added using

$ zypper ar <repo-base-url>/packman.repo

because this would still add a non-functional repository. I've already asked 
for, either not copy packman.repo (unchanged) to mirrors or change it to use a 
working mirror (or a working generic URL if available).
