[packman] Kodi-19.1: kodi.binary-addons-pvr.iptvsimple available again ; )

Hi there,

thanks to the suggestion from Stefan Botter, I've just checked in the
changes required to make kodi.binary-addons-pvr.iptvsimple build again.
The change was rather simple, a "BuildRequires:  pkgconfig(pugixml)" was
sufficient for it.
