[packman] Request to activate account in order to submit change requests

Dear Packman Admins,

I am Xu Zhao, a Ph.D. student from the University of Toronto.
I would like to activate my Packman account with account name: xzhao.
I am requesting the Packman account because I would like to submit change request to fix a problem with ffmpeg-4 on openSUSE Leap 15.2 and openSUSE Leap 15.3. For more details about the problem, see:
