[packman] PMBS migration to cloud host probably delayed

Hi Packmans,

I had the hope to being able to move PMBS along with my other virtual
machines to its new home at Hetzner this weekend.

Unfortunately my order from last week with a prospected delivery time of
3-5 working days seems to be delayed (current orders have an estimation
of 13-15 days).
As explained in one of my last mails, I will try to move things over a
weekend to not put any burden on my university's internet connection to
impair teaching. 

As of right now, I do not expect the move to happen this weekend, it
would then hopefully take place during the next weekend. 

Anyway, I will announce the downtime, perhaps with very little lead
time.
