[packman] Broken ffmpeg-4

Seems like ffmpeg-4 is finally in Tumbleweed and you can perform a
zypper dup --no-allow-vendor-change without conflicts, if you have
already allowed openSUSE crippled ffmpeg-4 libs you need to replace
them with packman ones.
