[packman] libheif deleted on Packman in favor of OBS version

Hi
Can some kind soul with link powers to OBS create a link from
<https://build.opensuse.org/package/show/multimedia:libs/libheif> to
Packman Essentials. I've asked the OBS maintainer to add a bcond for
the Packman build enabling the extra features.
